The position is responsible for overseeing the student conduct process at Oklahoma State University, ensuring compliance with institutional policies, state and federal regulations, and best practices in student affairs. This includes administering and updating the Student Code of Conduct, investigating allegations of nonacademic misconduct, advising students on their rights, and ensuring fair and equitable resolution of cases. The role also manages the Student Conduct Committee, housing conduct processes, and fraternity and sorority judicial boards, while maintaining accurate records and reports. Additionally, the position serves as the university’s Deputy Title IX Coordinator, overseeing the intake, investigation, and resolution of sexual misconduct cases involving students, collaborating with compliance teams, and analyzing data for trends to support prevention and education efforts.
Beyond accountability and compliance, the position provides outreach, engagement, and threat assessment services to promote a safe and supportive campus environment. Responsibilities include serving on the Behavioral Consultation Team, offering consultation and education to the campus community, and overseeing admission clearance processes for individuals with prior disciplinary or criminal histories. Purpose and Objectives of Student Conduct
The purpose of Student Conduct is to administer the student conduct process for students and organizations while promoting the ethical, personal, and intellectual development of students.
Objective 1: Balance the commitment to regulatory compliance with respect for student rights and privacy.
Objective 2: Administer an educationally minded individual student conduct process built on the values of accountability and ethical development.
Objective 3: Maintain a robust ecosystem of accountability for student organizations with different mechanisms for education, interpersonal accountability, and institutional investigations into allegations of misconduct.
Objective 4: Engage in campus safety efforts to mitigate risk and reduce harm to impact the student experience.
Responsibilities
Accountability Process
- Hold students accountable for behavior which violates Oklahoma State University's Student Code of Conduct while preserving students' rights. Through evaluation, referrals, and educational intervention, staffwill provide guidance to students who face disciplinary action while encouraging them to change their behavior and develop their abilities to make better choices.
- Review and revise the Student Code of Conduct in collaboration with campus partners, students, and University Legal Counsel and gain approval of updates from the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges.
- Review daily police arrest logs and court filings to identify students involved in nonacademic misconduct.
- Administer the Student Code of Conduct process, including:
- investigate allegations of nonacademic misconduct through interviews and gathering information from faculty, police, and others;
- advise students of their rights and options in the conduct process;
- hold students accountable for violations of University policy while protecting students’ rights to a fair and equitable process. Provide a creative continuum of sanctions. Monitor and assure student compliance with sanctions. Place holds on students' enrollment as necessary.
- Refer students to available services within the university and community as appropriate. Such services.
- Administer and coordinate the responsibilities of the Student Conduct Committee, including:
- assist in the recruitment of committee members;
- design and facilitate orientation and education sessions;
- administer the process for Student Conduct Committee hearings, including arranging for the date, time, and place for the hearing; preparing all related correspondence to alleged respondents, complainants, witnesses, advisors, etc.;
- preparing necessary materials for the hearing panel;
- assist students in preparing for a Panel Hearing;
- present the case for the University in Panel Hearings, as needed;
- assist students in making appeals to the Student Conduct Appeals Panel.
- Oversee the Housing and Residential Life student conduct process for housing violations, including training hearing officers and working directly with Residence Life staff.
- Ensure Fraternity and Sorority Affairs judicial boards are conducted in accordance with university policy, as well as training these boards and serving as a University representative, as needed.
- Assume responsibility for the confidential keeping of records, case notes, reports, and correspondence. Administer the student database, including monitoring incoming cases and access restrictions. Coordinate the recordkeeping for all conduct files within the University.
- Prepare summary reports on a frequent, semesterly, and yearly basis.
- Verify student conduct records for internal and external officials within the limits of FERPA.
- Serve as a Campus Security Authority in compliance with Clery. Complete Clery reports and send to the Oklahoma State University Police Department.
Title IX
- Serve as the university’s Deputy Title IX Coordinator
- When made aware of a student who is an alleged victim of sexual violence, appropriately communicate the report to university staff responsible for providing victim services to include supportive measures and information on filing a complaint.
- Ensure victim services response process meets federal regulations.
- Oversee prompt, effective, and equitable intake, investigation, processing, issuing of findings of fact, and timely resolution of all instances of sexual violence reported or filed against students.
- Serve as a university investigator for Title IX and sexual violence cases.
- In compliance with Board of Regents for the Oklahoma Agricultural and Mechanical Colleges Policy 30:10-1-19 Reporting of Sexual Assault Allegations, if a student reports to Student Conduct that they are an alleged victim of sexual misconduct make a report of the incident to the OSU Police Department, legal counsel, and victim advocates.
- Ensure prevention efforts are in place with students.
- Compile statistics of cases on a semester basis and analyze data for trends.
- Report all Title IX allegations and investigations to the Title IX Coordinator.
- Collaborate with the Title IX compliance team to complete a climate survey.
Outreach, Engagement, Threat Assessment
- Serve on the Behavioral Consultation Team as requested.
- Oversee intake of cases through an objective risk rubric.
- Facilitate education and awareness to the campus community on reporting concerning behaviors.
- Provide consultation services to administrators, faculty, staff, and students when referrals are made.
- Oversee the admission clearance process for individuals who have had a previous felony or who have been suspended or expelled from another institution of higher education, including chairing the Admission Clearance Committee.
- Work with OSU and Stillwater Police Departments, and on occasion the Payne County District Attorney, regarding referral, sanctions, and completion of sanction requirements.
- Offer outreach presentations on university policies, procedures, and expectations to classes, departments, programs, faculty, staff, and student organizations.
- Maintain current information online website.
- Collect data and conduct assessments to contribute to an annual report. Prepare program reports, as needed, for departmental and/or key stakeholders. Engage in regular assessment to identify program achievements and areas for development. Synthesize program data, assessment, and research to set future goals that assist in meeting objectives.
Administration and Supervision
- Assure the effectiveness of Student Conduct by performing essential administrative, supervisory, and related support functions.
- Ensure the effective administration of the office through the selection, training, supervision, and evaluation of staff. Supervise three full-time professional staff members and an administrative assistant.
- Monitor and integrate legal issues related to student conduct and sexual violence issues.
- Engage in professional development and research related to supporting and developing students related to this position’s responsibilities.
- Utilize student record databases to monitor and maintain student information such as Banner, Slate, Vector Solutions, CampusLink, Maxient.
- Participate in marketing Campus Life services and resources through various means, including browse tables at orientation and enrollment and admission recruitment events.
- Respond promptly and professionally to emails, requests, timesheets, and other administrative tasks to ensure efficient workflow and timely communication.
- Complete mandatory university trainings, including but not limited to: Title IX, Clery, FERPA, Mental Health First Aid, quarterly state safety training, and working with minors.
- Meet with your supervisor and keep them informed of your responsibilities and progress regularly.
- Establish and maintain appropriate boundaries and relationships with students, graduate students, and staff.
- Other duties and responsibilities related to Campus Life and Student Affairs.
